Most foam ear plugs are roll-down foam ear plugs -- "roll-down" just refers to the fact that you have to roll the ear plug down into a little cylinder before inserting it into your ear.
Anyway, this video does a superb job of explaining how to properly wear foam ear plugs. And getting your foam ear plugs properly inserted is absolutely the only way to ensure you're getting the ear plug's full rated noise reduction -- so proper fitting is critical.
